I don’t understand why “only” is used here:
Fùjìn jiù yǒu yījiā xīn lǚguǎn
Wouldn’t “Fùjìn yǒu yījiā xīn lǚguǎn” be correct ? Why do you have to use jiù ?

In your example, the jiù has a slightly different meaning. It is emphasizing that the hotel is very close by. Compare the following:
Fùjìn yǒu yījiā xīn lǚguǎn - there is a new hotel nearby.
Fùjìn jiù yǒu yījiā xīn lǚguǎn - there is a new hotel very close by.
