You have a good ear!你有一個良好的耳朵！ You’re right, even though the shí is spelled with a rising tone, it is actually pronounced with a neutral tone.你說得對，即使shí拼寫與上升的語調，它實際上是宣判一個中性的語調。 There are a few points worth noting here:有幾點值得注意：
1. 1 。 Many words in Chinese have two syllables.許多字，在中國有兩個音節。 This is to avoid confusion with similar sounding words when pronouncing.這是為了避免引起混亂，與類似的冠冕堂皇的話，當宣判。

I had ’subconscioulsy’ realised a lot of bisyllables didn’t pronounce the second sysllable as defined.我有' subconscioulsy '變現很多bisyllables沒有宣判第二sysllable界定。 eg., duoshao.例如， duoshao 。
Some books removes the tone indicator, which just confused me more.有些書籍免職調指標，它只是混淆了我更多。

I have previously learned to say “ren-shi ni hen gao-xing” I guess either way works right?我以前說過，學會了說"仁師倪母雞高興： "我猜無論哪種方式運行正確嗎？

Technically the second syllable is a third tone, but as you mentioned, it isn’t stressed so you barely hear it.技術上的第二個音節是一個第三者，語氣平和，但正如你所說，這不是強調，所以你勉強聽到這種說法。
